New Red Light Cameras Added To Michigan Avenue In Downtown Chicago

Chicago’s busiest shopping district is the home of four (4) new red light cameras. The cameras were installed at North Michigan Avenue and East Ontario Street and South Michigan Avenue and East Jackson Boulevard.

The cameras will start ticketing drivers who run red lights starting on February 4. As I have written numerous times in the past, the red light cameras have undergone intense scrutiny. Class action lawsuits have been filed due to the effectiveness of the cameras and also based on the fraudulent circumstances the initial company the city used to install the cameras. Academic studies have been performed, which have concluded that the light have an overall neutral safety effect. In other words, they don’t actually reduce the number of accidents. The general public and media outlets have argued that the cameras are merely a money maker.

Regardless, despite all the controversy, the city is standing by the safety aspects touted by these cameras.   “I think over time you’re going to see more cameras placed downtown because we have a lot of (car) accidents, a lot of pedestrians issues, we have a lot of bike issues that are growing,” said Ald. Anthony Beale (9th Ward). “And so, this is the first step towards revamping the entire system.”

Self-Driving Tesla Involved in Fatal Traffic Accident

 

Self driving cars are the wave of the future. That is what you will hear from the people at Google and electric car manufacturer, Tesla. Manufacturers state that the technology is foolproof and completely safe. Unfortunately, this may not be true as of yet. News hit the wires over the weekend that a motorist whose Tesla vehicle was on autopilot while driving in Florida, was involved in a fatal car crash with semi tractor trailer.  According to news reports On May 7th at 3:40 p.m. on U.S. in Williston, Florida, 45-year-old Joshua Brown was killed when his Tesla Model S went under the trailer of an 18-wheel semi and the roof of his car was torn off by the impact.

According to Tesla’s press release, this is their assessment of what happened:

“Autopilot engaged when a tractor trailer drove across the highway perpendicular to the Model S. Neither Autopilot nor the driver noticed the white side of the tractor trailer against a brightly lit sky, so the brake was not applied. The high ride height of the trailer combined with its positioning across the road and the extremely rare circumstances of the impact caused the Model S to pass under the trailer, with the bottom of the trailer impacting the windshield of the Model S.”

Tesla CEO Elon Musk also responded fatal traffic accident on twitter. He stated that the Tesla’s radar did not detect the truck because of its height, and thus the radar probably confused it with an overhead traffic sign.

This is obviously a sad and tragic event. But it also proves that self driving cars are not immune to car accidents, let alone traffic fatalities. The National Highway Traffic Safety Administration is currently investigating the accident. How does this event affect the family and/or estate of the deceased driver? Well, if it is found that the truck was at fault for negligently pulling out in front of the deceased, then the truck driver could be held accountable in a normal negligence and wrongful death cause of action. The family could also sue Tesla under a product liability or auto defect count. IDOT Urging Pedestrians & Motorists To Pay Attention In Order to Avoid Accidents

As I wrote recently, traffic accident and traffic fatalities were up in Illinois in 2015 from 2014 and appear to up again in 2016. More specifically, car accidents involving pedestrians are up in Illinois from this time last. The Chicago Tribune took note of these recent trend in article asking the question why? According to the Illinois Department of Transportation (“IDOT”), they are urging both pedestrians and drivers to put their phones down and focus on the the road in front of them.

“We urge pedestrians to use caution and common sense when crossing the street — use crosswalks where available and make sure to pay attention to your surroundings. We urge motorists to be cautious as well — be alert for pedestrians, especially when approaching intersections,” IDOT Secretary Randall Blankenhorn said in a statement.

Some local suburbs, including Naperville, are making an effort ticket distracted drivers. Naperville joined several other suburbs recently along the Route 59 corridor, including Aurora and Plainfield, as part of a joint enforcement campaign that gave out 32 citations for cellphone violations in a single day.

Is this enough? Probably not. It seems every time I’m driving around town I see drivers around me with their noses in their phones. This occurs all the time, and not always when at a stop light. So what is the solution? As I have written many times before, I believe Illinois needs harsher penalties for distracted drivers. Especially when there is a traffic accident, injury and certainly a fatality. This means higher fines and the threat of jail time.

Changes Coming to Dangerous Lake County Intersection

According to the Lake County News-Sun, the intersection of Grand Avenue and Hunt Club Road could be seeing changes, as it is viewed as one of the most dangerous intersections in the county. The Lake County Board approved a $370,173 contract with Chicago-based Stanley Consultants to conduct a preliminary engineering study to identify potential safety improvements at the intersection.

Car accident statistics  show 127 vehicle collisions at Grand and Hunt Club between 2011 and 2013. Of those, 75 were of the rear-end variety, while the next most frequent type was 33 collisions during turns. The remainder included 11 sideswipes, four collisions with fixed objects like roadside signs, two collisions at angles and one rollover accident. The consulting engineers “will review the crash data and summarize crashes by year and major type to define trends and roadway deficiencies at each of the above intersections. Areas experiencing significant crash rates will be investigated so that countermeasures can be recommended.”

The report stated that the most likely change will involve a designated left turn signal for north and south bound drivers turning from Grand onto Hunt Club. There will likely be construction in the area, but there is plenty of vacant land in the area, which can accommodate an expansion of lanes.

Pedestrian Deaths By Auto Up In 2015

Various news outlets, including the Chicago Tribune, reported this week that pedestrian deaths from motor vehicles were up in 2015. There were 2,368 pedestrians killed in the first six months of 2015, compared to 2,232 during the same period in 2014 — a 6 percent increase. Researchers arrived at a 10 percent increase for the entire year by factoring in that fatalities for the first half of the year are typically underreported, and that for at least the last five years an average of 25 percent more pedestrian deaths were recorded in the second half of the year, which includes warmer summer months. Total traffic deaths, which had been trending downward for the past decade, were also up an estimated 8 percent last year. But pedestrian fatalities have been rising since 2005, and now account for 15 percent of total traffic deaths.

What is the cause of this recent uptick in traffic fatalities? According to the Governor’s Highway Safety Association, the proliferation of cell phone use by drivers has caused people to be more distracted. Also, the improved economy reveals that more drivers are on the road than in recent years. Victims of pedestrian accidents should not be afraid to file a claim. I unfortunately do not have numbers for Illinois or Chicago, but I would imagine they follow the national trend. Loop Link Bus Lines Launch In Downtown Chicago

The Chicago Tribune (among other outlets) reported last month that the Chicago Transit Authority (“CTA”) finally launched the long awaited loop link bus lines. Loop link are bus only dedicated lanes that run through Madison, Washington, Clinton and Canal Streets. The bus only lanes were designed and constructed to increase the speed of bus traffic in the loop, while also making streets safer for bicyclists and pedestrians.

I have seen the construction of these lanes from start to finish, and it has been a huge relief for those that work or live in the loop that the construction is finally completed. One of the touches that the construction includes is a dedicated bicycle lane located adjacent to the bus lanes closest to the curb. Although it doesn’t appear so in the first month of use, the purpose of the loop link is to decrease congestion for everyone: drivers, bicyclists and pedestrians. Also, it’s important to point out that the bus lanes are separated from the normal lanes with raised concrete curbs, which prevent normal vehicles from driving through and using those lanes. To me this is a huge improvement for the CTA and downtown Chicago. For one, the lanes and stops are aesthetically pleasing. Now, the real question is whether they will help with traffic congestion downtown. It will take more than a month to know exactly understand the effectiveness of loop link and whether car accidents and bicycle accidents will decrease. Missouri Supreme Court Rules On Red Light Cameras

The Kansas City Star reported this week that the Missouri Supreme Court ruled on the penalty portion of red light cameras throughout the state. Previously, red light camera tickets were treated similar to parking tickets. A violator was mailed their ticket and forced to pay the fine but points were not assessed to their driver’s license. In their recent ruling, the Court held that the violations should be considered moving violations. So the red-light camera company serving many Missouri cities said that the cameras would have to capture the driver’s photo, something their technology allows them to do. In addition, the citation would result in points being taken off a license.

Like in Chicago, many in Kansas City and St. Louis believed that the cameras did not improve safety at busy intersections. According to the Star the Kansas City Police Department prepared a report in May 2012, which concluded that the red-light cameras had positively affected driver behavior, resulting in fewer violations and fewer wrecks at those intersections. The cameras in a few instances also provided video evidence to help solve violent, gun-related crimes.

No such report has been made here in Chicago. In fact, a study done by Texas A&M researchers revealed that intersections with red light cameras actually increased the number of rear-end car accidents, while decreasing the number of t-bone time traffic accidents. The study concluded that their was a zero net safety benefit from red light traffic cameras.
It is unclear at this point whether the Illinois Courts will follow suit with Missouri by ruling that red light tickets will be considered moving violations.

Studies Show Summer Is Most Dangerous Time Of Year For Drivers

The Chicago Tribune published an interesting article last month about what we should expect this summer for on the highways in Illinois. Basically, the authors pointed out that that due to the increased number of expected travelers this summer, we should expect more car accidents and traffic fatalities than we saw in 2014. Going into Memorial Day weekend, Illinois already had 15 more traffic fatalities than the same time last year.

While vehicle fatalities have increased 5 percent in Illinois so far this year, motor vehicle deaths nationally increased 11 percent — to 8,250 fatalities — in the first three months of 2015, compared with the same period in 2014, according to an analysis by the National Safety Council, based on preliminary figures from the National Highway Traffic Safety Administration. The traffic safety administration’s official count includes only traffic deaths that occur within 30 days of accidents, whereas the safety council counts deaths that occur within a year of accidents.

Injuries resulting from car crashes in which medical care was received hit almost 1 million from January through March of this year in the U.S., a 26 percent increase from the same period in 2014, the safety council said.

The increase in crash-related deaths correlates to more vehicles on the roads, more total miles traveled and lower fuel prices, officials said.

The leading causes of traffic accidents continue to be intoxication and the use of cell phones. Despite most states, including Illinois, which have outlawed the use of cell phones while driver, not state has banned hands free usage.The National Traffic Safety Board (“NTSB”) and subsequently the the National Safety Council  have called for a ban on hands-free cellphone use of any kind, but no states have enacted laws completely prohibiting the use of mobile devices while driving. Illinois law permits the use of hands-free devices, except in construction zones.

DNA Info Website Produces Fascinating Information On Chicago Speed Cameras

The fantastic website, DNA Info Chicago, published an interesting article about the statistics on Chicago’s speed cameras since 2013.

First a little background on Chicago’s red light cameras. The ordinance went into effect in 2013 and authorized the city to ticket drivers traveling 6-10 mph over the posted limit  with a $35 fine. Violators traveling 11 mph over are fined $100.  The speed cameras planted near parks are active when the parks are open, generally from 6 a.m. to 11 p.m. daily and have a 30 mph speed limit. In school zones, the cameras are on from 7 a.m to 7 p.m. Monday through Friday when school is in session. The speed limit differs from 20 to 30 mph, depending on if children are present in the area.

The article revealed that of the 146 cameras around the city, only 21 (or 1/8) produced the majority of the $58 million the city has collected in fines since the program began in 2013.

The busiest 21 cameras are spread across the city, with 11 on the South Side, seven on the North Side and three on the West Side.The most productive camera can ring up more than $7,000 in fines a day, on average .

The busiest cameras tend to be on stretches where drivers feel comfortable letting loose. The top four revenue-producing cameras, for example, are found on long stretches of open road, sometimes near expressways or industrial areas, with little cross traffic.

I think this information is very interesting because the city has touted the speed cameras as a public safety ordinance, to help protect children and pedestrians in park and school areas. Yet, according to these statistics, the majority of tickets are issued in wide open thoroughfares with very little congestion. Areas that you would assume would have the most of the cameras would be focused on these dense areas. Yes, we all realize that speeding is a leading cause of car accidents and traffic fatalities. In fact, I posted a quote yesterday from the Illinois State Police that said 40% of all traffic fatalities in Illinois were caused by speeding. But, are these cameras actually effective and preventing speeding in areas that require them the most? This article leads us to answer no.

Chicago Ranked Again As One Of Worst Traffic Cities

A new study released by TomTom.com has concluded that in 2015, Chicago has the 8th worst traffic in the United States. According to the study, an average commute that should be 30 minutes is typically 50 minutes in Chicago. The worst times for commuting are Tuesday, Wednesday and Thursday mornings and Thursday evenings. The best times are Friday mornings and Monday evenings. 

Luckily for us who live here in Chicago, the city did not rank in the top ten worldwide for the worst traffic. According to the sturdy, the worst city for traffic in the U.S. is Los Angeles and the worst in the world is Mexico City.

What does this mean for traffic accidents for Chicago drivers? Obviously, this is not good. The more congestion, the higher the odds a commuter will be involved in a car crash. Plus, the added commute time can add to stress levels, which can affect a driver’s ability. I have no data or studies to back this up, and it is simply this writer’s opinion, but I believe if there is bumper to bumper traffic, the more likely a driver will pick up his or her phone and become distracted. Think about it. If a driver is bored and sitting in traffic, doesn’t it seem more likely that they will tool around and text on their phone? I believe so, and I also believe that the more distracted drivers out there will obviously lead to even more car accidents
