Chicago Completes Speed Camera Test Period At Chicago Schools And Parks

Times 
reported last week that speeder cameras located near Chicago
schools and parks went through a month long test period. The city placed
cameras on the
 North Side near
Warren Park in the 6500 block of North Western and around Near North Montessori
School in the 1400 block of West Division. South Side cameras were
installed in the 2200 block of West Pershing near McKinley Park and in the 6300
block of South King Drive near Dulles Elementary School. No tickets were
issued and the city won’t say how many speeders were observed or how fast they
were going. 

The city used two (2)
competing camera companies during this testing period (
Xerox State & Local Solutions and American Traffic Solutions), and
now the city will determine which contractor they will use going forward. 

Though
this project will bring in new revenues for the city, Chicago mayor Emanuel
insists that these cameras are being installed solely for children’s safety.
“I’m keeping my word. I said we were gonna invest in kids and their
safety…We’re gonna expand by 30 percent our after-school programs, double the
size of our summer jobs and add 5,000 kids to our pre-K, wrap-around, full-day
services,” the mayor said. It wasn’t a money-maker in the sense that you
were leaving the impression, which is that it was gonna be just some sloshing
around inside the budget. It’s going right back into what I said it was. And
there’s no better child safety program than after-school programs…when
two-thirds to three quarters of all children become a victim of crime.”

This speeder camera
program has gone under some scrutiny since it was announced last year. I think
it is too early to decide whether this is a good idea. If Mayor Emanuel is
being forthright about the safety considerations and the number of caraccidents and pedestrian accidents decrease in school and park areas, then it
will be deemed a success. Time will tell.

Naperville Police Crack Down On Cell Phone Use In School Zones

Tribune
 reported this Fall that the Naperville police are targeting
drivers using their cell phones in school zones. The program is based on the
enforcement of an Illinois statute that went into effect back in 2010 which 
prohibits any driver,
regardless of age, from using a wireless telephone on a roadway in a school
speed zone or in a construction or maintenance speed zone. Exceptions are made
for “hands free” or Bluetooth phones.

The
program initiated by Naperville police titled “cell phones in school
zones,” has elicited the help from volunteers to help spread the
word. Naperville authorities say the new initiative is aimed at reducing
the frequency and severity of traffic collisions, and to gain compliance of all
traffic laws including those directly impacting the safety of children in
school zones.

“We like voluntary compliance, and we’d prefer to cite no
one,” said Sgt. Lee Martin of the Naperville Police Department’s traffic
unit. “We hope everyone receives the message through the educational
campaign, to be aware of their surroundings and what they’re doing.”
 The city also will place message boards on roadway easements near Scott
Elementary reminding drivers not to use hand-held phones in school
zones. Martin said another school will be targeted next spring and the
program will then continue “as long as we keep getting positive
results.”

Remember that texting and driving is never safe, but also
remember that if you use your phone at all (including phone calls) in a school zone, you can be
ticketed by police.

IL Takes Step Closer To Issuing Drivers Licences To Illegal Immigrants: Why I Support This Measure

Tribune 
report yesterday that a new measure that would allow up to
250,000 illegal immigrants to receive a drivers license passed through the Senate
Executive Committee and the entire Senate could vote on the new law by next
week. 
Under
the program, undocumented immigrants would be eligible for the special,
three-year licenses to drive a vehicle. It would be a different in color from a
regular driving license. It also cannot be used for identification purposes,
such as for boarding a plane, buying a gun or voting.

Senate
President John Cullerton supported the bill stating that the law would make
Illinois roads safer. Lake County Sheriff Mark Curran testified in favor
of the bill, saying immigrants are driving to 
schools, stores and church even
when they are undocumented and don’t have
licenses. “Ultimately,” Curran said, “law enforcement would
much rather go after the bad guys and not just people that are trying to get to
work and school.”

 “At
a time of diminishing police forces, I believe that it’s imperative that we use
our resources wisely,” Curran said. “Licensing and insuring all
immigrant drivers will ease the burden on jails and courts, which are currently
drained by holding people solely for driving without a license or
insurance.”

This
new bill could receive some criticism from Illinois residents and nationally. I
think these critics are wrong. There are two major reasons I support this
legislation. First, it will make the roads safer for everyone.  Allowing
illegal immigrants to obtain a license will force them to learn the Illinois
rules of the road. They must pass the written exam just like everyone else.
Although I have not read the proposed bill, there is a chance that they will have to take a driver’s test as well to prove they are capable of driving
on the road. Further, without a valid license, drivers cannot obtain car
insurance. More insured drivers will protect injury victims who may be involved
in car accidents with immigrant drivers. What if one of your family members is involved
in a car crash with an illegal immigrant? Who is going to pay for their medical
bills, pain and suffering and lost wages? More insured drivers protects
everyone. 

Second, I have
represented dozens of illegal immigrants in traffic and criminal court for
driving without a license. These are hard working men and women trying their
best to support their families. These are not bad people or criminals and
needlessly punishing them only makes their effort to support their families
that much more difficult. These immigrants are also driving their kids to
school. Why should they have to drive in fear every time they try to drop their
children off? As was mentioned above, police officers and state troopers would much
rather focus their attention on violent and dangerous criminals.

IDOT Provides Safety Tips To Drivers During Hunting Season

Deer season is upon us in Illinois and those who live and drive in rural areas (and even in the suburbs) know that the roads can become dangerous if you are not paying attention. The Illinois Department of Transportation (IDOT) issued a press release last months outlining the dangers of dealing with deer in the road and also provides some safety tips. Below is a list precautions that IDOT provided regarding driving during deer season:

·         –Be particularly cautious at dusk and dawn, when deer are most active.

·         –Keep track of locations where deer have been spotted in the past to avoid being surprised. 
 

·         –Reduce speed and be prepared to stop, especially near water, farm fields and wooded areas.
 

·         –Deer will cross the road and double back. Make sure deer have moved away before proceeding. 
 

·         –Be mindful that deer will follow each other. One deer can mean others are nearby or close behind. 
 

·         –Avoid swerving into traffic or off the road if deer are on the roadway. Instead, slow to a stop and wait for the deer to move along. 
 

·         –Flashing the headlights and honking the car horn will encourage deer to move off the road. 
 

·         –Alert other motorists to the presence of deer by tapping the brakes.

Toyota To Recall 2.8 Million Prius And Corollas

It was just two years
ago that Toyota underwent a major recall of its’ vehicles for apparent issues
with accelerators and brake systems. At the time there reports of multiple caraccidents causing injuries (and at least one fatal accident) that were an alleged
result of sudden acceleration in Toyota vehicles. This week Reuters reported
that there would be closed to 2.8 million Prius and Corolla vehicles
recalled. 

Toyota will recall
around 2.77 million vehicles worldwide, including certain models of the Prius,
due to problems with the steering mechanism and the hybrid system water pump,
its second multi-million car recall in two months.

Toyota is recalling 1.5 million vehicles in
Japan, 670,000 vehicles in the United States and 496,000 vehicles in Europe
over a problem in the steering intermediate extension shafts, which could be
damaged at slow speed, spokesman Joichi Tachikawa said on Wednesday.

I have yet to see any reports of any autoaccidents that were a result of this steering mechanism issue. Hopefully Toyota
has caught this problem before any car crashes can take place.

Illinois Department Of Transportation Launches 2013 Yellow Dot Program

Imagine for a minute
that you and your family are involved in a serious car accident. I know this is
a scary thought that people do not like to think about. What if one of your

treatment he or she can receive. Thanks to the Illinois Department of
Transportation (“IDOT”) and their new yellow dot program, you can

release on the IDOT website, they are initiating the yellow dot program
which supplies drivers with a simple,
bright yellow decal for their car and a folder. The decal is placed in a

compartment containing the following medical information about the motorist:
participant’s name, current close-up photo, emergency contact information, patient’s

Pedestrian Safety Is Main Concern During Halloween

Years ago (at least when
I was a kid) there always seemed to be a frenzy in the media about the dangers
of tainted Halloween candy. There were reports of poisoned candy and even stories of people
inserting needles into candy. In fact, I remember my parents always checking
our candy before the letting us dig in. The fact is, most of those reports were
false or at the very most, overblown.  

Today, if you talk to
traffic safety experts and police officers, they will all tell you that the
main concern during Halloween is pedestrian safety.  According to an Associated
Press
 article, the U.S. Department
of Transportation reported that in four out of six years between 2006 and 2010,
more pedestrians under the age of 21 were killed by cars on Oct. 31 than on
Oct. 30 or Nov. 1.  Most cases involved pedestrians hit while crossing
streets or walking along roads; one case resulted in a drunk driving arrest. In
another case, parents were injured along with their child.

The best way to protect your children is to be vigilant and
accompany them while they trick or treat. For those who have kids that are a
little older and want to go out on their own, it is recommended to give their
kids a flashlight or glow stick to carry, or add glow-in-the-dark necklaces or
reflective tape to costumes. Another suggestion would be to stick to an area
you are familiar with or even go somewhere indoors like a shopping mall. 

Have fun with your kids on Halloween but be careful because there
is always a lot of traffic out that night.

Federal Law Enforcement Grant To Focus On Texting & Driving

The Nation Highway
Traffic Safety Administration (“NHTSA”) announced this week that they
are issuing a federal grant in the amount of $550,000 to police departments in Massachusetts
and Connecticut allowing them to crack down on texting and driving. Police
officials throughout the country have discussed how difficult it is to actually
catch someone who is texting and driving. This new grant will pay for officers
whose sole focus will be staking out drivers who are typing on their phones and
driving. The plan is for the officers to patrol in unmarked or undercover
vehicles and place themselves on overpasses. 

Currently it is illegal
to text and drive in 38 states and in 10 states it is illegal to use any type
of hand held device while driving. Although this is a positive step to curbing
the dangers that come from texting and driving, the question remains whether
this will be enough. I would like to know what the typical punishment or fine
that comes along with a texting and driving ticket. As I have written numerous
times in the past: without higher fines and stricter punishment, it will be
hard to convince drivers to change their habits.

Illinois Governor Signs ‘Julie’s Law’ To Prevent And Punish Excessive Speeding

Last year a Lemont,
Illinois teenager, Julie
Gorczynski, was
tragically killed in an auto accident when she was struck by a driver who was
driving 76 mph in a 40 mph zone. That driver was recently sentenced to 6 months
in jail for vehicular manslaughter.

For
obvious reasons, there was an outrage following this accident about punishment
involved for excessive speeding. Before going into the specifics of the new law, it must
be pointed out that 2 years ago Governor Quinn signed a bill into law which
eliminated court supervision for drivers who are convicted of or plead out to
speeding 40 mph over the speed limit. That same law also made a driving 30 mph
over the speed limit a class B misdemeanor. After 
Julie Gorczynski’s car accident, a new bill was sponsored
and eventually signed into law in July by Governor Quinn. This new law
prohibits judges from granting court supervision to anyone charged with going
30 mph or more over the speed limit on highways and 25 mph over or more in
urban areas.

“This
legislation addresses motorists who are pulled over for driving more than 25
miles over the speed limit in urban areas and more than 30 miles an hour over
on highways,” said bill sponsor, Rep. Sidney Mathias (R-Arlington
Heights). “It is my hope that the more stringent penalties will serve as a
deterrent for motorists who put their lives and the lives of others at risk by
driving too fast.”

It is unfortunate that
a sad case like this young girl’s had to bring about this legislative change,
but hopefully it will make drivers think twice about speeding at excessive
speeds. These are the same types of measures I have been pushing for regarding texting and driving. Why not make texting and driving a Class A misdemeanor if there is a car accident or someone is injured?

Chicago Launches First Pedestrian Safety Plan

Per the Chicago
Tribune
, the city will be launching its first city-wide pedestrian safety
plan. I have written about this subject numerous times on this site, and about
the effort Rahm Emanuel has taken to make the streets safer for pedestrians.
Earlier the city implemented the controversial speeding cameras located in
school zones. The city also recently installed stop signs at many pedestrian
crossings on busy streets. Last year the city enacted stiffer penalties for
drivers who ignore pedestrian cameras. 

According to the Chicago
Department of Transportation (CDOT), the goal of this initiative is to improve safety for children and seniors
around schools and parks, improving access to transit, safer
crossings at intersections and increasing space for pedestrians.

The hundreds of
recommendations include better-marked crosswalks, the establishment of
pedestrian islands in the middle of multilane streets, better signals and beacons,
and pedestrian countdown timers at crossings. Other long-term improvements
discussed in the plan include staggered midblock bump-outs on residential
streets to slow traffic.

Continental-style
crosswalks were among the first changes, CDOT Commissioner Gabe Klein said,
largely because the department began to weave in the new pedestrian plan in time for
already-scheduled construction projects.

The crosswalks have big
rungs across the walkway for higher visibility and are made of a reflective
material, Klein said. More than 100 such crosswalks were installed in 2012,
Klein said.

Pavement markings — on
crosswalks and stop lines for vehicles — are faded across Chicago,
and Klein said millions would be spent this year repainting such markings so
they are visible to drivers, pedestrians and bicyclists.

The overall goal by the
city is to decrease the number of pedestrian deaths to zero within ten years.
This is a lofty goal, but I take my hat off to Mayor Emanuel and to the city
for taking these initial steps to make our streets safer for pedestrians.
