New Illinois Traffic Technology Will Warn Drivers Of Traffic Risks

The llinois State Police and the Illinois Department of Innovation and Technology announced last month that they are introducing a GPS technology that will warn drivers of emergency vehicles on the road. The technology is aimed to promote Scott’s Law or the “Move Over Law” which requires Illinois drivers to o slow down and change lanes when approaching stationary emergency vehicles, including law enforcement, highway maintenance vehicles with flashing lights in use and any other stationary vehicle with its hazard lights activated.

The GPS technology called, HAAS Alert, will allow Illinois state police to send safety alerts to some Chrysler, Dodge, Jeep, Mercedes-Benz, RAM and Volkswagen vehicles. The alerts will notify drivers of the vehicles of state police activity ahead of them on the road and that hey need to slow down and move over. The digital alerts are delivered via navigation apps and vehicle infotainment systems.

The partnership with HAAS Alert builds on a state police partnership with Google Public Sector and Move Over crash alerts in Waze and Google Maps, expanding real-time, GPS-based alerts to more drivers, according to state police. Through the alert system, Illinois State Police compiles information about a crash or other potential traffic hazard and sends it to HAAS Alert, which distributes it to select vehicles via Safety Cloud. Drivers approaching the noted location will see a police icon and an alert to slow down and move over, according to state police.

This is an impressive technological development by the Illinois State Police. We have seen over the last 10 to 15 years how technology, specifically smart phones, can distract drivers and lead to traffic accidents. Here, the state police are using technology to their advantage and giving drivers fair warning that there are issues on the road ahead of them. It will provide them the opportunity to slow down and pull over to the other lane. This will hopefully lead to less traffic accident, but also protect first responders from the dangers of oncoming traffic. This was the whole purpose of Scott’s law.

“Rebuild Illinois” Infrastructure Projects Underway In Champaign County

I think it’s fair to say that most driver’s troughout Illinois are tired of crumbling roads. They are sick of potholes. They are frightened of old rickety bridges. If you drive on I-55 from Chicago to Springfield and all the way to St. Louis, there are sections of that highway that are completey unsafe. The same can be said for I-57. Hopefully these complaints will be coming to an end as Illinois Governor JB Pritzker’s infrastructure planned titled “Rebuild Illinois” is taking affect. WCIA recently reported nine projects are either underway or scheduled to start soon throughout Champaign County.

Rebuild Illinois, which was signed into law three years ago by Governor Pritzker is supposed to be an answer to the old roads and bridges throughout the state. Rebuild Illinois is a $45 billion investments in roads, bridges, railroads, universities, early childhood centers and state facilities over six years.

Below are a list of projects in Champaign County, which cost total about $270 million:

  • Interstate 74 bridges over Canadian National Railroad and Market Street in Champaign: Deck repairs began in August of 2020 and are expected to finish this fall. Two lanes of traffic remain open in each direction.
  • Interstate 74 west of St. Joseph: Bridge deck repairs are underway and are expected to be complete in December. There are permanent lane closures with a barrier wall.
  • U.S. Route 150 from County Road 2350 E in St. Joseph to the Vermilion County line: Road resurfacing began this month and will end in September. Intermittent lane closures will occur every day of the project.
  • Interstate 57 from Rantoul to Thomasboro: Resurfacing began this month and will end in December. Daily lane closures will occur.
  • Interstate 57 from Rantoul to the Ford County line: Resurfacing begins in August and will continue into next summer. Daily lane closures will occur.
  • U.S. Route 45 from Saline Branch Ditch to just north of Olympian Drive: Installation of new shoulders and rumble strips will begin in July and will be complete in September. Intermittent lane closures will occur every day of the project.
  • Intersection of U.S. Route 150 and Illinois Route 49 in Ogden: Drainage improvements will begin in August and will end in December. Intermittent lane closures will occur every day of the project.

These projects to repair roads and bridges are incredibly important to the state. They create a safer driving experience for everyone. Tesla Vehicles Recalled For Rolling Stop Signs

Multiple new outlets, including the Associated Press, announced this week that that oveer 54,000 Tesla vehicles are being recalled because their “Full Self-Driving” software lets them roll through stop signs without coming to a complete halt.

The recall shows that Tesla programmed its vehicles to violate the law in most states, where police will ticket drivers for disregarding stop signs. The Governors Highway Safety Association, which represents state highway safety offices, said it is not aware of any state where a rolling stop is legal.

The recall covers Model S sedans and X SUVs from 2016 through 2022, as well as 2017 to 2022 Model 3 sedans and 2020 through 2022 Model Y SUVs.

Tesla agreed to the recall after receiving feed back from the Nation Highway Traffic Safety Administration (“NHTSA”). The NHTSA says failing to stop for a sign can increase the risk of a crash. “The Vehicle Safety Act prohibits manufacturers from selling vehicles with defects posing unreasonable risks to safety, including intentional design choices that are unsafe,” the agency said. “If the information shows that a safety risk may exist, NHTSA will act immediately.”

This seems like a sneaky move by Tesla to include “rolling stop sign” in their software. It is true that a lot of drivers probably roll through a stop sign when it seem safe and no other cars are around. But what if the Tesla was in auto-pilot mode in a four-way intersection and the driver isn’t paying attention? I agree with the NHTSA that this is unsafe. Tesla did release a statement that there were no recorded traffic accidents resulting from the “rolling stop sign” mode.

Traffic Study Shows Chicago Driver Speeds Down But Car Crashes Remain Up

September meant back to school and also a lot of companies had their employees returning to the office as well following labor day. Despite persistence of the Delta variant and the pandemic that won’t go away, rush hour traffic is back in Chicago. According to a new study by Chicago Metropolitan Agency for Planning (“CMAP”), rush hour traffic has progressively returned and thus driver travel times are slower.

According to CMAP, 111 people died in crashes between March and early September, compared with 92 people during the same months in 2020, The number of people seriously injured in car crashes was up by nearly 20% compared to 2020.

According to the National Safety Council, which studies traffic safety, these increases in traffic accidents is caused by multiple factors. First, they believe the drivers returning to the office. Some who would normally have taken a bus or train might now be choosing to drive, meaning they less are experienced driving their routes. They also believe drivers are having a hard time putting down their phones while in the car. This has been a problem for the last 10 plus years, but now that meetings are mainly taking place via Zoom and FaceTime, a lot of drivers think they can handle these while driving.

The Council believes one solution to these issues is implementing “traffic calming” measures onto city streets, which can help protect cyclists and pedestrians too, as biking and walking are growing in popularity throughout Chicago and the suburbs. That can include lower speed limits, pedestrian islands and crosswalks in roadways and bike lanes, which both provide space for cyclists and narrow streets to encourage lower speeds.

Chicago Traffic Surges Past Pre-Pandemic Levels

According to multiple news outlets, including NBC 5, traffic congestion has finally reached and now surpassed pre-pandemic levels in the Chicagoland area. If you live in or around Chicago, I am certain you have noticed the increase of traffic levels that started over the summer. Although, I do not believe that the downtown loop is back to it’s pre-pandemic levels, I do believe that traffic in the surrounding highways are back to “normal” and the data backs this up.

TrafficCarma, a mobile app that analyzes real-time traffic information and commuter data, found that during the late morning hours, 10 a.m. to noon, vehicle volumes rose as much as 31% compared to before the pandemic. Both the 10 a.m. and 11 a.m. hours saw significant increases during the five weeks that began in August, with traffic volumes up by at least 21% each week. Traffic in the 9 a.m. hour also exceeded pre-pandemic levels, with weekly increases ranging between 11% and 19%. During the first week of August, which started on the second of the month, traffic volumes during the 6 a.m., 7 a.m., 8 a.m. and 9 a.m. hours were down by at least 10% each hour compared to the onset of the pandemic. For the 7 a.m. hour, the volumes had decreased by as much as 23%.

Although the Delta variant has spread rapidly across the country (including Illinois) that has not kept people home. People are out and about and back to commuting to work and elsewhere at record levels. Although, the study does not provide details, I believe that a portion of this traffic is from summer travelers and, of course, schools opening back up in person.

I am going to continue to track these numbers, and will be interested to see if the number of traffic accidents increases along with the amount of traffic.

April Is Distracted Driving Awareness Month

The Illinois State Police are are partnering with over 200 law enforcement agencies around the state this month to promote traffic safety and bring awareness to distracted driving. April is distracted driving awareness month around the country, and the Illinois State Police’s initiative this year is called “drop it and drive.” That is, put down your phone and focus on the road.

he 200 law enforcement agencies will be doing nothing but focusing on distracted driving. These special officer details that will on a grant through the Illinois Department of Transportation (“IDOT”).

26,000 people died in U.S. crashes involving a distracted driver between 2012 and 2019. That is an incredible number, which has continued to rise since the advent of the smart phone. I will be interested to see what the number of tickets issued are during the month of April and whether this special initiative will actually decrease the number of distracted driving traffic accidents.

Chicago Traffic Fatalities Down In 2019

There is encouraging news in Chicago traffic news. Traffic fatalities are down 30% in the city compared to this time last year. There were 108 traffic deaths through October 2018 compared to 77 so far this year.

This is good news for the city and particularly the cities’ transportation department which implemented “Vision Zero,” a plan aimed to eliminate all traffic fatalities in Chicago by 2026. Vision Zero’s plan includes changing intersections to make them safer, road user education and improving transit use in high crash areas, is an international road safety project.

The plan is also using used crash data to identify high-crash corridors and areas, which were prioritized for safety improvements. The areas include downtown Chicago and seven neighborhoods, such as Belmont-Cragin on the Northwest Side and Englewood on the South Side.

I don’t think anyone can say at this point what has caused the decrease in traffic deaths. I think we all hope that the money and time spent by Vision Zero is making our streets safer. I think a more detailed look at the data on the type and location of the traffic accidents will help us answer those questions. Let’s hope this trend continues.

Fiat Chrysler Issues Minivan Recall

Multiple news outlets reported this week that Fiat Chrysler has issued a recall of 208,000 Pacifica minivans due to a power-assisted steering and engine stall issues. The company stated that a wiring harness can become contaminated with sealer, causing an electrical short-circuit, which can increase the risk of a car crash. The company also stated that if the engines stall they can be restarted immediately, and the vehicles can still be steered without power steering, but it takes more effort.

Chicago Officials Break Ground On New CTA Bus Only Lane

NBC News Chicago reported last week that Chicago’s Active Transportation Alliance, in a groundbreaking ceremony, unveiled five ((5) new bus only traffic lanes. These are in addition to the bus only lanes that currently run in the downtown loop on Madison and Washington Streets.

Construction on the new lanes took place on North May, Chicago, LaSalle and Western Avenues. According to the Transportation Alliance, the new lanes will increase ridership, shorten bus commutes and hopefully decrease traffic congestion. “For Chicago to be a more vibrant, sustainable, and equitable city, we need to move people more efficiently. Bus lanes are a good way to do that,” Ron Burke, the Executive Director of the Active Transportation Alliance, said.

The Active Transportation Alliance says that incoming Mayor-elect Lori Lightfoot supports expanding the program, and their goal is to add 50 miles of designated bus lanes over the next four years.

These new loop link lanes downtown look nice, but I think it’s unclear as to whether they have actually shortened commute times or helped with traffic. Part of the problem is that normal vehicles and bicyclists can often be seen using those lanes as well, which in turn can back up traffic. City officials have said they are going to start issuing tickets to drivers who drive in these bus only lanes. There was no mention by city officials as to what they expect the effect these new lanes will have on traffic safety or decreasing traffic accidents.

Illinois Tollways Is Partnering With Waze App

The Chicago Tribune reported last month that the Illinois Tollway will be partnering with the popular maps and traffic app Waze to create faster traffic alerts. Since February of this year the Illinois Tollway and Waze have been sharing its’ traffic data with each other. Waze has been sending info regarding traffic incidents such as debris on the road, stalls and potholes. The Illinois Tollway, for its’ part, has been sharing with Waze any incidents related to lane blockages, including crashes, stalls and the locations of Tollway help trucks.

All of this information from the Waze partnership is made available directly to the phones of Waze users. The moment one of the Tollway’s help trucks turns on its lights, a signal is sent directly to Waze notifying users of a stopped vehicle at that location. According to this report the costs of the partnership have been small, and involved tweaks to the Tollway’s web servers and other equipment.

This is an excellent example of the progress that can made from a partnership between the public and private sectors. The goal for both entities is to provide a safe and hopefully quicker commute for drivers.
