$5 Billion From Infrastructure Bill To Fund “Safe Streets & Roads For All Program”

U.S. Department of Transportation head, Pete Buttigieg, announced that this week that $5 billion from the recent infrastructure bill would be used to address traffic safety as traffic deaths have soared in recent years. Buttigieg stated that the money would flow tocities around the country over the next five (5) years. The money will slowing down cars, carving out bike paths, wider sidewalks and encouraging commuters to public transit. The department titled the new program “Safe Streets & Roads For All.” More specifically, the Department state the money would focus on adding rumble strips to slow cars or installing speed cameras, which the department says could provide more equitable enforcement than police traffic stops; flashing beacons for pedestrian crosswalks; new “safe routes” via sidewalks or other protected pathways to school or public transit in underserved communities; and other “quick build” roadway changes designed with community input. Roadway deaths represent about 95% of all U.S. transportation deaths, at more than 38,000 in 2020. In 2021, data released so far has already shown U.S. traffic fatalities rising to 31,720 through the third quarter, the highest nine-month period since 2006. Before 2020, the number of U.S. traffic deaths had fallen for three straight years. “We face a national crisis of fatalities and serious injuries on our roadways, and these tragedies are preventable – so as a nation we must work urgently and collaboratively to save lives,” Buttigieg said. He said the money “will help communities large and small take action to protect all Americans on our roads.” “We have become far too accustomed to the loss of life and serious injuries happening on our roadways,” he said. Let’s hope cities (including Chicago) can work quickly with the Department of Transportion so that these plans can be implemented. NHTSA: 2020 Saw Increase Hit And Run Traffic Fatalities

The National HighwaysTraffic Safety Association (“NHTSA”) released its’ data last month on 2020 traffic deaths. US roads saw the largest increase on record in deaths per mile traveled in 2020, including a 26% increase in hit-and-run fatalities that outpaced the increase in overall deaths.

Hit-and-run deaths have grown steadily in the last 15 years as a share of traffic deaths. Victims of hit-and-runs are also increasingly pedestrians and cyclists. In 2020, 69.6% of hit-and-run deaths were either pedestrians or cyclists, compared with 61.1% in 2006. Roughly one in four pedestrian deaths in 2020 was a hit-and-run.

Early analysis shows that pedestrian deaths did not decline in 2021, indicating that 2020 wasn’t a fluke. Overall traffic deaths per mile in the first nine months of 2021 increased marginally from 2020.

The NHTSA and other traffic experts could not provide the reasoning behind the gradual increase, but there were some suggestions as to the problem. Some believe that the decline in public transportation ridership in 2020 could have led to the increase in pedestrian deaths and hit and runs. Others have pointed out that alcohol and impaired driving fatalities grew 14% in 2020, outpacing the 7.2% increase in overall traffic deaths when compared with 2019.

What is the plan going forward and what can the government do to help curb the increase in pedestrian traffic deaths? The NHTSA plans to propose changes to the new car assessment program that may emphasize safety features that protect people both inside and outside vehicles. In 2020, 34% of traffic deaths occurred outside vehicles, a rate that’s increased steadily since hitting a low of 20% in 1997. The agency has also said it’ll develop rules for requiring automatic emergency braking for pedestrians on new passenger vehicles, but not heavy trucks.

The Department of Transportation plans to feature a “safe system” approach, which emphasizes the responsibility of all actors in a system, including roadway engineers. US road design has long prioritized moving vehicles at high speeds rather than protecting all road users.

December Is National Impaired Driving Awareness Month

I have written in recent weeks that traffic deaths in Illinois and around the country are far exceeding previous years. According to the Advocates for Highway and Auto Safety, more than 20,000 people died in car crashes during the first six months of 2021, a nearly 20% rise from the year prior. According to his advocacy group, a large portion of these traffic deaths are due to impaired driving.

“What we’re seeing in Illinois is similar to what’s happening throughout the country in that approximately 30% of people who are being killed are in alcohol-related crashes,” said Cathy Chase, president of Advocates for Highway and Auto Safety. “That’s really a terrifying number when you consider most people know that it’s not OK to drive while impaired, and yet people are still doing it.”

With traffic deaths up and traffic crashes due to impaired driving, the Advocates for Highway and Auto Safety are pushing for stricter laws to curb this trend. First, the group recommends that all states require ignition interlock devices for all convicted drunk driving offenders. Currently 34 states (including Illinois) already have this law in place.

The organization also is pushing for new technology that could help preven car accidents. Specifically features like automatic emergency braking, lane departure warning systems, and forward-collision warnings.

Finally, the organization also is pushing states to lower the legal blood alcohol level to .05%. Currenty, the legal minimum is .08 in most states.

As I wrote earlier this week, multiple Chicago police and sheriff agencies are increasing patrols for the holiday season to hopefully remind people to buckle up and to avoid driving if they have been drinking. Chicago Department Of Transportation Releases Detailed Car Crash Information

Last month the Chicago Department of Transportation (“CDOT”) released to the public detailed car accident data from September 2017 through July 2018. According to CDOT, the information was released as “a move toward transparency and part of push for more analysis that could help the city make headway in its ‘Vision Zero’ initiative aiming at ultimately reducing the number of traffic deaths to zero.”

The data revealed that since September of last year there have been 101,760 car crashes on Chicago streets. Below is some of the more detailed data that was disclosed:

The police department counted 18,885 injuries resulting from the crashes, 100 of them fatal.

• About 4 percent of crashes involved a vehicle hitting a cyclist or a pedestrian.

• Cellphone use — including texting — was found to be responsible in 188 crashes. More broadly, “distraction from inside the vehicle” as well as from other types of electronic devices was the cause of 817 car crashes.

• The police were unable to determine a primary contributor to a crash about 34.6 percent of the time. “Failing to yield right-of-way” was the top known cause of crashes, accounting for 12.1 percent of them. The second-leading cause of crashes was “following too closely,” which accounted for 11 percent.

This release of information was incredibly forthcoming and I believe will be helpful towards the city’s “Vision Zero” plan. I wonder, though, how accurate the distracted driver (texting) information is. If they are merely looking at Illinois Traffic Crash Report data and causes that are checked off, I do not think those numbers would be completely accurate. For example, a driver could have been ticketed for “failure to yield” or “driving too closely” but the crash reports may not show that the driver may have failed to yield because they were looking at their phone. I think a more detailed analysis of these numbers is needed.

National Construction Work Zone Awareness Week Included Chicago Event

Illinois Department of Transportation Secretary Randy Blankenhorn, who spoke at a National Work Zone Awareness Week event in Chicago last month stated: “Slow down, put the phone down, pay attention to your surroundings… you could save a life and more than likely it will be your own, as 4 out of 5 work zone fatalities are not our workers but drivers traveling through work zones.”

The Chicago Tribune reported recently that construction zone traffic fatalities have risen nationally, but fortunately, decreased in Illinois last year. There were 44 and 46 Illinois construction zone deaths in 2015 and 2016, but only 29 in 2017. Nationally there were 765 in 2016, a 7 percent increase from 2015.

The Illinois Department of Transportation (IDOT) is touting efforts made with law enforcement to help make construction zones safer as the reason for the improvements. Specifically, IDOT has been working with the Illinois State Police to help improve safety by cracking down on speeders and distracted drivers within construction zones.

Nationally, the excuses for the increase in deaths appear to be the same. Paul Pisano, team leader for road weather and work zone management for the Federal Highway Administration blamed the increase in traffic deaths to there being on the road, distracted driving and the amount of construction work being done.

Hopefully other states, and the federal government, can take a look at Illinois, and the efforts made with law enforcement to help improve safety in construction zones nationwide.  Illinois is far from perfect when it comes to traffic safety as there have been increases in pedestrian deaths in recent years. But hopefully the improvements seen in construction zones can be applied to all areas of traffic safety.

Study Shows Ashland Ave Deadliest For Chicago Pedestrians

The Chicago Tribune reported last month that through an investigation of police statistics, that Ashland Avenue has been the most dangerous for pedestrians over the last four (4) years.

The statistics showed that from 2014 to 2016 the most traffic fatalities occurred on Lake Shore Drive (15), Ashland (14), Western Avenue with (14), Milwaukee Avenue (9), and Stony Island and North avenues (8). Those numbers include motorist, bicyclist and pedestrian fatalities.

The road with the most pedestrian fatalities over this period was Ashland with 10.  Why is Ashland such a major problem for traffic accidents? Once reason the article notes is that on the South side of the city motorists who want to avoid the expressway, choose to drive on Ashland, which makes it a much busier street than others.

The article also notes that being poor can also mean you’re more likely to die in a traffic crash. The city’s Transportation Department reported this month that people experiencing medium and high levels of economic hardship make up 82 percent of the city’s traffic deaths.

What can be done on busy streets like Ashland to protect pedestrians?

One is to install refuge “islands” in the middle of crossings so pedestrians can stop and wait midblock if the light changes, and traffic bump-outs. The latter means extending concrete into the intersection to reduce the space needed to cross and get cars to slow down, Such measures have been added during resurfacing in crash-prone areas.

 

Reducing the width of vehicle lanes on arterials helps slow traffic, Schady said. Another solution, especially in the suburbs, is reducing driveway access points. Countdown lights help pedestrians see how long they have to make it across. Traffic lights can also include a delay before the light turns green so pedestrians can clear the intersection before traffic moves again.

A way to calm traffic on Ashland in particular could be a rapid transit bus system between Irving Park Road and 95th Street. The idea, proposed by the CTA and the Transportation Department in 2013, faced opposition from residents and businesses and is stuck in the planning phase.

All of these ideas are part of the “Vision Zero” initiative that the city undertook in 2014, which was to eliminate all traffic deaths in the city.

Once thing for certain is that motorists need to constantly be aware of their surroundings when driving in the city. You have to be aware of course of other drivers, but also pedestrians, especially on busy avenues like Ashland.

U.S. Traffic Deaths Highest Since 2007

The National Safety Counsel reported today that there were 40,200, a 6 percent gain from 2015 and up 14 percent from 2014. This is the first time since 2007 that traffic fatalities exceeded 40,000 in U.S.

As I wrote last month, this is a disturbing trend due advances in auto safety technology that has been introduced in the last ten years. The increase in traffic deaths have been previously blamed on more drivers being on the road due to an improved economy. I believe that this was a legitimate hypothesis for 2012 through 2014 but it doesn’t explain why number keeps increasing.

As I previously discussed last month, the only conclusion I can come to is that people continue to use their phones while behind the wheel. The The National Safety Council, a nonprofit safety advocacy group,  released survey that support this conclusion. Their survey findings showed that 47 percent of motorists are comfortable texting while driving. Some 10 percent of drivers reported driving drunk, and 43 percent of them were involved in a crash while impaired, the group said. The survey also found that 16 percent said they don’t wear seatbelts on every trip, while 25 percent are comfortable speeding on residential streets.

To stem the tide, the group renewed a call for a total ban on mobile phone use behind the wheel, even hands-free systems. It also called for mandatory ignition interlocks for convicted drunk drivers, a three-tiered driver licensing system for all new drivers under 21 and other steps to curb car crashes.

I can’t say that I agree with the ban on hands free devices, but I am still convinced that there needs to be stiffer penalties on those who text and drive. This is especially true when the phone use results in a car crash that results in a personal injury.

Studies Show Summer Is Most Dangerous Time Of Year For Drivers

The Chicago Tribune published an interesting article last month about what we should expect this summer for on the highways in Illinois. Basically, the authors pointed out that that due to the increased number of expected travelers this summer, we should expect more car accidents and traffic fatalities than we saw in 2014. Going into Memorial Day weekend, Illinois already had 15 more traffic fatalities than the same time last year.

While vehicle fatalities have increased 5 percent in Illinois so far this year, motor vehicle deaths nationally increased 11 percent — to 8,250 fatalities — in the first three months of 2015, compared with the same period in 2014, according to an analysis by the National Safety Council, based on preliminary figures from the National Highway Traffic Safety Administration. The traffic safety administration’s official count includes only traffic deaths that occur within 30 days of accidents, whereas the safety council counts deaths that occur within a year of accidents.

Injuries resulting from car crashes in which medical care was received hit almost 1 million from January through March of this year in the U.S., a 26 percent increase from the same period in 2014, the safety council said.

The increase in crash-related deaths correlates to more vehicles on the roads, more total miles traveled and lower fuel prices, officials said.

The leading causes of traffic accidents continue to be intoxication and the use of cell phones. Despite most states, including Illinois, which have outlawed the use of cell phones while driver, not state has banned hands free usage.The National Traffic Safety Board (“NTSB”) and subsequently the the National Safety Council  have called for a ban on hands-free cellphone use of any kind, but no states have enacted laws completely prohibiting the use of mobile devices while driving. Illinois law permits the use of hands-free devices, except in construction zones.
