IDOT Urging Pedestrians & Motorists To Pay Attention In Order to Avoid Accidents

As I wrote recently, traffic accident and traffic fatalities were up in Illinois in 2015 from 2014 and appear to up again in 2016. More specifically, car accidents involving pedestrians are up in Illinois from this time last. The Chicago Tribune took note of these recent trend in article asking the question why? According to the Illinois Department of Transportation (“IDOT”), they are urging both pedestrians and drivers to put their phones down and focus on the the road in front of them.

“We urge pedestrians to use caution and common sense when crossing the street — use crosswalks where available and make sure to pay attention to your surroundings. We urge motorists to be cautious as well — be alert for pedestrians, especially when approaching intersections,” IDOT Secretary Randall Blankenhorn said in a statement.

Some local suburbs, including Naperville, are making an effort ticket distracted drivers. Naperville joined several other suburbs recently along the Route 59 corridor, including Aurora and Plainfield, as part of a joint enforcement campaign that gave out 32 citations for cellphone violations in a single day.

Is this enough? Probably not. It seems every time I’m driving around town I see drivers around me with their noses in their phones. This occurs all the time, and not always when at a stop light. So what is the solution? As I have written many times before, I believe Illinois needs harsher penalties for distracted drivers. Especially when there is a traffic accident, injury and certainly a fatality. This means higher fines and the threat of jail time.

Chicago Again Ranked In Top 10 In U.S. Traffic Congestion

I’ve written about traffic congestion in Chicago in the past and our city is perennially in the top 10 of most congested U.S. cities. This year’s ranking is no different as analytic company INRIX ranked Chicago the eighth most congested U.S. city. The study states that Chicago commuters waste about 60 hours a year sitting in traffic. On the bright side, Chicago has been ranked as high as third in recent years, so this is somewhat of an improvement. Los Angeles was ranked first in the U.S. and London was ranked at the top worldwide.

I mentioned a few weeks ago about increased traffic fatalities (specifically pedestrian) in 2015. Experts concluded that one of the causes could be attributed in the improved economy and lower gas prices. There are more people on the road driving to more jobs, which leads to more auto accidents. It is kind of a catch 22 for Chicagoans. We want a booming economy with low unemployment, but as a result we face more traffic congestion and potentially more traffic accidents and traffic fatalities. Pedestrian Deaths By Auto Up In 2015

Various news outlets, including the Chicago Tribune, reported this week that pedestrian deaths from motor vehicles were up in 2015. There were 2,368 pedestrians killed in the first six months of 2015, compared to 2,232 during the same period in 2014 — a 6 percent increase. Researchers arrived at a 10 percent increase for the entire year by factoring in that fatalities for the first half of the year are typically underreported, and that for at least the last five years an average of 25 percent more pedestrian deaths were recorded in the second half of the year, which includes warmer summer months. Total traffic deaths, which had been trending downward for the past decade, were also up an estimated 8 percent last year. But pedestrian fatalities have been rising since 2005, and now account for 15 percent of total traffic deaths.

What is the cause of this recent uptick in traffic fatalities? According to the Governor’s Highway Safety Association, the proliferation of cell phone use by drivers has caused people to be more distracted. Also, the improved economy reveals that more drivers are on the road than in recent years. Victims of pedestrian accidents should not be afraid to file a claim. Studies Show Summer Is Most Dangerous Time Of Year For Drivers

The Chicago Tribune published an interesting article last month about what we should expect this summer for on the highways in Illinois. Basically, the authors pointed out that that due to the increased number of expected travelers this summer, we should expect more car accidents and traffic fatalities than we saw in 2014. Going into Memorial Day weekend, Illinois already had 15 more traffic fatalities than the same time last year.

While vehicle fatalities have increased 5 percent in Illinois so far this year, motor vehicle deaths nationally increased 11 percent — to 8,250 fatalities — in the first three months of 2015, compared with the same period in 2014, according to an analysis by the National Safety Council, based on preliminary figures from the National Highway Traffic Safety Administration. The traffic safety administration’s official count includes only traffic deaths that occur within 30 days of accidents, whereas the safety council counts deaths that occur within a year of accidents.

Injuries resulting from car crashes in which medical care was received hit almost 1 million from January through March of this year in the U.S., a 26 percent increase from the same period in 2014, the safety council said.

The increase in crash-related deaths correlates to more vehicles on the roads, more total miles traveled and lower fuel prices, officials said.

The leading causes of traffic accidents continue to be intoxication and the use of cell phones. Despite most states, including Illinois, which have outlawed the use of cell phones while driver, not state has banned hands free usage.The National Traffic Safety Board (“NTSB”) and subsequently the the National Safety Council  have called for a ban on hands-free cellphone use of any kind, but no states have enacted laws completely prohibiting the use of mobile devices while driving. Illinois law permits the use of hands-free devices, except in construction zones.

Illinois Police Departments Implementing 2015 ‘Click It Or Ticket’ Campaign

Illinois State Police along with hundreds of local police agencies around the state implemented the “click it or ticket” campaign, which ran from May 11 through May 25. This time of year officially kicks off the busy traffic season. I did a little research about this program and it was interesting to me to see that the main purpose, according to the Illinois State Police, is not to merely hand out tickets and collect money. The mission of this program is to influence people to buckle up and prevent injuries and traffic fatalities.

According to the buckleupillinois.com website, stated that based on research, certainty of a ticket convinces more drivers to wear seat belts, which in turn decreases injuries and saves lives. Also according to the website, motor vehicle crashes are the number one leading cause of death and disability for Americans between the ages of 4 and 34. The weather is much nicer but there a many more drivers on the road this time of year. To me, it has always been a no-brainer to wear your seat belt. DNA Info Website Produces Fascinating Information On Chicago Speed Cameras

The fantastic website, DNA Info Chicago, published an interesting article about the statistics on Chicago’s speed cameras since 2013.

First a little background on Chicago’s red light cameras. The ordinance went into effect in 2013 and authorized the city to ticket drivers traveling 6-10 mph over the posted limit  with a $35 fine. Violators traveling 11 mph over are fined $100.  The speed cameras planted near parks are active when the parks are open, generally from 6 a.m. to 11 p.m. daily and have a 30 mph speed limit. In school zones, the cameras are on from 7 a.m to 7 p.m. Monday through Friday when school is in session. The speed limit differs from 20 to 30 mph, depending on if children are present in the area.

The article revealed that of the 146 cameras around the city, only 21 (or 1/8) produced the majority of the $58 million the city has collected in fines since the program began in 2013.

The busiest 21 cameras are spread across the city, with 11 on the South Side, seven on the North Side and three on the West Side.The most productive camera can ring up more than $7,000 in fines a day, on average .

The busiest cameras tend to be on stretches where drivers feel comfortable letting loose. The top four revenue-producing cameras, for example, are found on long stretches of open road, sometimes near expressways or industrial areas, with little cross traffic.

I think this information is very interesting because the city has touted the speed cameras as a public safety ordinance, to help protect children and pedestrians in park and school areas. Yet, according to these statistics, the majority of tickets are issued in wide open thoroughfares with very little congestion. Areas that you would assume would have the most of the cameras would be focused on these dense areas. Yes, we all realize that speeding is a leading cause of car accidents and traffic fatalities. In fact, I posted a quote yesterday from the Illinois State Police that said 40% of all traffic fatalities in Illinois were caused by speeding. But, are these cameras actually effective and preventing speeding in areas that require them the most? This article leads us to answer no.

New Study Shows That Device Would Prevent 59,000 Drunk Driving Deaths Per Year

Bloomberg News reported last week that a new University of Michigan Study revealed that if a drunk driving device was installed into every vehicle, it could prevent up to 59,000 traffic fatalities every year. Thousands of families are being affected by drunk driving accidents every year. The families of the victims who were not lucky enough to survive have to file a lawsuit through a wrongful death lawyer. These deaths could’ve been avoided with the current ignition interlock technology which has been around since the 1960s. It prevents a vehicle from being started if a driver’s breath registers a certain amount of alcohol. In recent years, some states have mandated their use for convicted drunk drivers.

Typically, this type of device is only required if someone has been charged with a DUI and their license has been suspended for blowing over the legal limit or refusing to blow. For instance, in Illinois, if someone has their license suspended by the secretary of state, they can legally drive during their suspension if the driver pays to have this device installed. It can be assured that this type of technology will seek opposition. First, there will be the cost by automakers and consumers. Will they want to pay for this device and should they be forced to?  Also, it will be interesting to see if there will be any backlash from the ACLU as this could be viewed as an infringement on people’s privacy.

I think safety advocates will view this similar to the seat belt and air bags. Before those two devices who introduced into the marketplace, they were viewed as too expensive and the government pushing too far into what drivers can or cannot do. Obviously, through the years we all know that seat belts and airbags have saved thousands of lives and prevented serious injuries. Further, driving in this country is not a right. Driving is considered a privilege. A privilege that you have to qualify for by passing tests, paying for insurance and following the rules of the road.

University of Michigan’s Injury Center and Transportation Research Institute said in the study, released Thursday, that cost savings from widespread use of ignition interlock technology could outweigh the expense of the devices after three years.

“The goal is to develop a system that can accurately and reliably detect when a driver is above the legal alcohol limit and that could be offered as original equipment in new cars on a voluntary, market-driven basis,” Gordon Trowbridge, a NHTSA spokesman, said in a statement.

“Automakers will have to be convinced, and make sure that the costs of the technology are something that consumers are willing to pay for and they want,” said Adrian Lund, president of the Insurance Institute of Highway Safety.

Car Accidents In Illinois Are On The Rise

The Chicago Tribune reported this week a wealth of statewide traffic accident statistics. Although the number of traffic fatalities in Illinois is down from last year, the number of overall crashes remains high and has state officials worried since there has been an increase of auto accident lawyer firms being hired for  legal representation. There have been on average, 782 car crashes per day in Illinois this year. This is the highest rate since 2008. State officials are citing that post-recession traffic along with the drop in gas prices has led to the high number of car accidents. With the increase in accidents there has also been an increase for the need of car repairs at collision center shops. These repairs got from auto glass repair to an extensive collision repair.

Despite the increase in car crashes, state officials are pleased to report that traffic fatalities are on the decline.  “If the provisional numbers for 2014 hold up, we could have the lowest number of fatalities in Illinois in several decades,” said Guy Tridgell, an IDOT spokesman in Chicago. “We are confident that we will have fewer than 1,000 motor-vehicle fatalities in Illinois for the fifth consecutive year. Just 10 years ago, we were well over 1,300.”

State safety officials said the installation of more guardrails, barrier systems and rumble strips on roads, along with recently enacted traffic laws, are all having a positive impact. This year, for example, it became illegal for drivers in Illinois to use electronic devices unless they are hands-free.

Poor decision making remains a constant cause of traffic accidents. Almost a third of the crashes involved driving at a high rate of speed, while another third are alcohol related.

One statistic that was not mentioned in the article or by state officials is the number of car crashes related to cell phone and hand held device usage. I would like to see what the number of car crashes are related to distracted drivers. Although I have been impressed with the Illinois Legislature’s effort to curb distracted driving – – and I have written so in the past – – I would still like to see stiffer penalties for those charged with texting and driving which results in a death or serious injury. Although the increase in traffic due to the improved economy is definitely a factor, I strongly believe texting and driving has to be another reason we are seeing an increase in traffic accidents in Illinois.
