Illinois State Police Partake In Traffic Safety Enforcement Along I-57

According to Southern Illinois Now news outlet, the Illinois State Police (“ISP”) announced the results of the their traffic safety enforcement program that took place on I-57 from October 2 through October 7. The program covered I-57 from northern Champaign county all the way down to the southern tip of the state.

During this enforcement period the  599 speeding citations, 484 speeding warnings, 198 motor carrier safety inspections, 16 Move Over ‘Scott’s Law’ Citations, six criminal arrests and 46 suspended, revoked, no driver’s license citations.

More importantly there were zero (0) traffic fatalities and only five (5) car accidents reported. The Patrol officers from Troops 7, 9, and 10 with assistance from ISP center and south Special Operations Group’s Fatal Four team saturated the interstate, enforcing Illinois Vehicle Code violations, especially speeding.

State Police say speeding is a contributing factor in nearly one-third of all fatality crashes.  Officers also focused on Motor Carrier Safety Inspections for commercial motor vehicles.  Over a quarter of all fatal crashes involving large trucks occur on the Interstate highways.

The purpose of this operation was to encourage safer driving and decrease aggressive and unsafe driving behaviors. The program seemed to have work. The question will be whether intensive operations like this will affect drivers when the ISP is not out on full force.

Illinois State Police & Governor Announce New Traffic Accident Notification System

The Illinois State Police (“ISP”) and Illinois Governor JB Pritzker announced this week that the state will be using a new emergency notification system when there are car accidents that involve emergency personnel.

Illinois Department of Innovation and Technology and ISP partnered with Google Public Sector to develop a real-time, GPS-based alert system to tell drivers about upcoming ISP traffic activity.

The process begins when ISP sends their GPS coordinates to the Google Cloud. Waze transforms the information into an alert message that’s distributed to approaching drivers. A police crash or disabled vehicle icon will appear on their map screen and an alert to slow down and move over. Google maps will show similar icons in the coming weeks.

Brad Hoffman, the director, State & Local Government and Education, at Google Public Sector, had this to say about the partnership with the state of Illinois: “By routing incident information through Google Cloud to populate in Waze and Google Maps, we can help ensure drivers are better informed and attentive when approaching road incidents. We applaud the Illinois State Police and Gov. Pritzker for taking a proactive approach to preventing ‘Move Over’ crashes and safeguarding the lives of those who serve and protect communities across the state.”

This is a positive sign that shows the type of public private synergy that improves traffic safety for everyone. This is helpful to oncoming drivers where a car accident already occurred but also protects the always vulnerable emergency response workers. This included state troopers, police, EMS workers and firefighters.

Tesla Cybertrucks Recalled For The 5th Time This Year

The much maligned and often teased (for their rediculous look), Tesla Cybertruck was recalled for the 5th time this year. The National Highway Traffic Safety Administration (“NHTSA”) announced along with Tesla that 27,000 Cybertrucks due to a delay in rear-view camera images that could impair driver visibility and increase crash risks.

Tesla is is issuing a software update to address the latest issue. This is the largest of the five recalls made on the Cybertruck. Back in April a recall was made to fix a loose accelerator pedal pad and another in Juneover issues with windshield wipers and exterior trim.

All of these recalls are made to help prevent future traffic crashes. I have not seen any reports that th faulty rear-view images have caused any car accidents.

December Is National Impaired Driving Awareness Month

I have written in recent weeks that traffic deaths in Illinois and around the country are far exceeding previous years. According to the Advocates for Highway and Auto Safety, more than 20,000 people died in car crashes during the first six months of 2021, a nearly 20% rise from the year prior. According to his advocacy group, a large portion of these traffic deaths are due to impaired driving.

“What we’re seeing in Illinois is similar to what’s happening throughout the country in that approximately 30% of people who are being killed are in alcohol-related crashes,” said Cathy Chase, president of Advocates for Highway and Auto Safety. “That’s really a terrifying number when you consider most people know that it’s not OK to drive while impaired, and yet people are still doing it.”

With traffic deaths up and traffic crashes due to impaired driving, the Advocates for Highway and Auto Safety are pushing for stricter laws to curb this trend. First, the group recommends that all states require ignition interlock devices for all convicted drunk driving offenders. Currently 34 states (including Illinois) already have this law in place.

The organization also is pushing for new technology that could help preven car accidents. Specifically features like automatic emergency braking, lane departure warning systems, and forward-collision warnings.

Finally, the organization also is pushing states to lower the legal blood alcohol level to .05%. Currenty, the legal minimum is .08 in most states.

As I wrote earlier this week, multiple Chicago police and sheriff agencies are increasing patrols for the holiday season to hopefully remind people to buckle up and to avoid driving if they have been drinking. This recent trend is not encouraging, but these type of accident are easily preventable. Order an uber or lyft or designate a driver for your holiday party. It’s that easy.

Safe Driving Is More Important Than Ever

Forbes magazine published an interesting article this week stressing the importance of safe driving during these perilous times. The crux of the article was that our healthcare systems cannot possibly keep up with serious injuries and other maladies that may come to their emergency rooms due to things like car accidents. Hospitals in certain parts of the country are already working at capacity due to the coronavirus epidemic.

This is a high importance of safe driving during this crucial period where many areas of the country are hitting their peak of coronavirus patients. According to the Global Alliance for NGO for road safety: “Hospitals and emergency services cannot manage road crash victims as they struggle to cope with the pandemic and governments are working hard to contain the virus.”

This means that if you must get into your car, put your phone down and focus on the road. And more importantly, do not get behind the wheel if you have been drinking. It is incredibly important to be vigilant while driving and to try your best to avoid traffic accidents and injuries if you have to take your car out.

The article also pointed out that the National Highway Traffic Safety Administration(“NHTSA”) has cancelled many of their annual traffic safety programs due to the coronavirus including Heat Stroke Awareness, Click It or Ticket, and Distracted Driving campaigns.  They are also postponing National Distracted Driving Awareness month from April to another month later this year. Regardless, I think it is critical that we all take extra precautions when we go out for a drive so that we can help soften the load for our first responders, emergency workers, doctors and nurses. They need our help more than ever and that starts by staying home or, at the very least, being careful behind the wheel.

New Study: Illinois Traffic Fatalities Rose Over Last 5 Years

The online automobile insurance company, Esurance, released a new study that traffic fatalities have risen in the United States over the last five (5) years. Illinois was once of the states that saw an increase.

The study looked at the raw number, but also included the main contributed causes to fatal car accidents during this period. According to the study, crash fatalities in Illinois went up from 991 in 2013 to 1,096 in 2017, an 11% increase.

The number one cause of traffic fatalities in the state was speed, which was 42.2% of deadly crashes. Driving under the influence had 27.3% of crashes while distracted driving had 7.2% and drug-related car crashes had 3.8%.

Over the five year period, percentage of alcohol related fatalities decreased from 32.7% down to 27.3%. Meanwhile, the number of distracted driving crashes increased from 5.6% to 7.2%.

I am somewhat surprised to see some of these numbers. First, I would have assumed larger percentage would have been attributed to distracted drivers. Although, unsurprisingly, we did see distracted driving crashes did increase. We know that distracted driving has become an epidemic in the country. I was happy to see that this year stricter traffic laws were finally enacted in Illinois to combat this issue. As I wrote last month, police officers no longer issue warnings for first offenses. Also, any type of hand held phone use while driving is considered a moving violation, which is now a misdemeanor. With that comes higher fines and it is much easier to have your license suspended ( 3 offenses within a 12 month period).

April Is National Distracted Driving Awareness Month

Throughout the month of April, Police departments across the state of Illinois are cracking down on drivers who text while behind the wheel. April is the national distracted driving awareness month, and Illinois’ police departments are taking it seriously.

More than 100 police agencies across the state are planning to add new hands-free driving enforcement zones that will target drivers using their phones, according to the Naperville Police Department.

Despite laws on the books in every state, including Illinois, banning texting and driving, injuries continue to go up due to distracted driving car accidents. According to the National Highway Safety Council approximately 100 people are injured per day in traffic accidents caused by texting and driving. One reason these numbers continue to grow is due to the expansion of wi-fi capabilities on smart phones.

Extra police patrols and other costs related to the Distracted Driving Enforcement Campaign are covered by federal funds allocated to the Illinois Department of Transportation.

I think this push to crack down on distracted drivers is encouraging. My only issue is this should not be a one (1) month a year focus. Police departments should have their patrol officers trained to look for distracted drivers on a regular basis, just like they would monitor for drunk drivers.

New Study Shows States With Texting & Driving Ban Showed Decrease In ER Visits

A new study from Texas A&M revealed that sixteen (16) states that have enacted a complete ban on texting and driving saw a 4% decrease in emergency room visits. The study looked at emergency room data from these states from 2007 through 2014. The results were published in the American Journal of Public Health this week.

Alva Ferdinand, lead author of the study, a lawyer, and an assistant professor of health policy at the School of Public Health at Texas A&M University, stated this about complete texting bans: “The law can be a very useful public health intervention. There are lives that can be saved and injuries prevented as a result of these laws,”

In 2016, nearly 3,500 people lost their lives and 391,000 were injured but survived a crash related to distracted driving, including texting, according to data from the National Highway Traffic Safety Administration.

I have been writing about this issue off and on over the last half dozen years. I have mentioned over and over that we will not see a decrease in car accidents and traffic fatalities until there are actual deterrents to texting and driving. A mere fine, by itself, will not prevent drivers from picking up their phones while in traffic. There needs to be actual teeth in the legislation. This means a total ban, along with the threat of a moving violation with hefty fines. If drivers are aware that they could see points on their driving record, along with the threat of paying serious money for violating the law, then they are more likely to put their phones away while behind the wheel. These research findings are refreshing to me and a validation of what experts around the country have been saying for years.

Arlington Heights Police Department Wins Illinois Traffic Safety Challenge

The Chicago Tribune reported this week that the police department from  Suburban Chicago town of Arlington Heights won the award for the top traffic safety department in the state. The competition rates police departments across the state on their effectiveness in targeting three key traffic safety issues, including speeding, impaired driving and occupant protection.

Arlington Heights submission into this contest included a detailed analysis of traffic crash data and what they are doing to combat the areas most prone to car accidents.  To combat the high rate of traffic crashes at particular locations, Arlington Heights police commander, Greg Czernecki,  described as “overt and covert” strategies, including assigning additional officers to patrol the area. “If there is a high-visibility enforcement where drivers see we are pulling people over, they might think twice before speeding in the area the next time they pass by,” Czernecki said. The department’s traffic safety efforts also include ensuring drivers and passengers are properly using seat belts, looking for impaired drivers and cracking down on distracted drivers, Czarnecki said.

Czernecki also said that combating cell phone use by drivers has been a  focus by their department. He said that 6,000 drivers have been issued citations since the state law against using a cell phone behind the wheel took effect on Jan. 1, 2014.

Chicago Department Of Transportation Releases Detailed Car Crash Information

Last month the Chicago Department of Transportation (“CDOT”) released to the public detailed car accident data from September 2017 through July 2018. According to CDOT, the information was released as “a move toward transparency and part of push for more analysis that could help the city make headway in its ‘Vision Zero’ initiative aiming at ultimately reducing the number of traffic deaths to zero.”

The data revealed that since September of last year there have been 101,760 car crashes on Chicago streets. Below is some of the more detailed data that was disclosed:

The police department counted 18,885 injuries resulting from the crashes, 100 of them fatal.

• About 4 percent of crashes involved a vehicle hitting a cyclist or a pedestrian.

• Cellphone use — including texting — was found to be responsible in 188 crashes. More broadly, “distraction from inside the vehicle” as well as from other types of electronic devices was the cause of 817 car crashes.

• The police were unable to determine a primary contributor to a crash about 34.6 percent of the time. “Failing to yield right-of-way” was the top known cause of crashes, accounting for 12.1 percent of them. The second-leading cause of crashes was “following too closely,” which accounted for 11 percent.

This release of information was incredibly forthcoming and I believe will be helpful towards the city’s “Vision Zero” plan. I wonder, though, how accurate the distracted driver (texting) information is. If they are merely looking at Illinois Traffic Crash Report data and causes that are checked off, I do not think those numbers would be completely accurate. For example, a driver could have been ticketed for “failure to yield” or “driving too closely” but the crash reports may not show that the driver may have failed to yield because they were looking at their phone. I think a more detailed analysis of these numbers is needed.
